    HE LAWS AND POLICIES FOR THE SUSTAINABLE MANAGEMENT OF BIODIVERSITY IN MALAYSIA

    Biodiversity conservation and management in a sustainable manner is crucial for Malaysia and having suffcient laws and policy providing for such is mandatory. As a Contracting Party to the Convention on Biological Diversity (CBD), Malaysia has undertaken to abide by what has been stipulated by the CBD and to endeavour to provide legislative, administrative and policy measures towards achieving the objectives and expectation of the CBD. Among the frst measures taken by Malaysia was the conduct of a country survey on biological diversity cumulating in the “Assessment of Biological Diversity in Malaysia” in 1997, which was immediately followed by the launching of the National Policy on Biological Diversity on 16th July 1998. Malaysia has also taken the steps to provide legislative implementation of the broad objectives of the Policy by putting in place three specifc legislationsnamely the Biosafety Act 2007 (Act 678), the Access to Genetic Resources Act and the National Biodiversity Council Act, both of which are still in the bill stage. This paper aims to provide an overview of the existing laws and policy in Malaysia that subscribe to the effort of sustainable management of natural resources and determine the suffciency of these laws and policy in providing for biodiversity conservation and management in Malaysia as sanctioned by the CBD. This research methodology employed aqualitative study carried out via content analysis on the data collected from the primary sources namely the National Policy of Biological Diversity (NPB) as well as the numerous federal legislations. The research tool used for data analysis is the Rule of Statutory Interpretation, which is the same tool used by the judges. The fndings reveal that the Vision Statement and the Policy Statement of the NPB undeniably emphasize Malaysia’s commitment towards the conservation and sustainable use of her biological diversity heritage for the sustainable progress of the nation. However, it is also found that the current legislative framework creates some restrictions, thereby causing some defciencies for an effective conservation and management of biological diversity in the country.

    STORM SURGE ESTIMATION ALONG THE COASTS OF PENINSULAR MALAYSIA USING IDEALISED TYPHOONS

    A vertically-integrated numerical storm surge prediction model has been developed for the South China Sea and the Strait ofMalacca regions near the east and the west coast ofPeninsular Malaysia. The model has been applied to estimate the surge heights along part of the east and the west coasts of Peninsular Malaysia. Numerical experiments have been carried out by considering four idealised storms ofvarying size and strength to give an idea ofthe likely surges that may affect the coastal region. The study may be useful for planning the development and other activities along the coasts of Peninsular Malaysia.

    STORM-SURGE SIMULATION IN THE SOUTH CHINA SEA REGION

    Storm-surge flooding is a serious concern along the coastal regions of many countries in the South China Sea region which is often threatened by typhoons and super typhoons. The destruction of life and property can be minimised if the surges could be predicted in advance, thus allowing effective warnings in the threatened areas. In view ofthis, we have developed a verticallyintegrated numerical storm-surge prediction model for the South China Sea region. The model has been applied for the simulation ofstorm surges associated with four typhoons/super typhoons which have struck the coasts of southern China, Thailand, Philippines and Vietnam. The model-computed surges are found to be in broad agreement with the available observations/estimates.

    A STUDY OF FROND VOLUME AND WAVE ATTENUATION IN THE MANGROVE FOREST OFNypafruticans AT KELANTAN DELTA, TUMPAT, KELANTAN

    Wave reduction in a mangrove forest has been studied in the Kelantan Delta ofPeninsular Malaysia on the coast of Tumpat The frond volume and the wave height reduction are used to estimate the ability ofNypa.fruticans in wave attenuation. Two water loggers were used to measure the wave reduction at different locations inside the mangrove forest. The reduction rate ofthe wave amplitudes changed substantially with the frond volume and distance inside the mangrove forest. The wave reduction increases with the increasing distance inside the mangrove forest. Also, it is found that the wave reduction decreases with the increasing water level. The percentage of wave reduction ranged from 32.303% to 57.291% while the average wave reduction over a 5 m distance at the selected site is as much as 48.47%.

    WATER CIRCULATION IN THE SHALLOW SHELF AREAS OFF THE TERENGGANU COAST AFFECTED BY WIND STRESS FORCE USING A HYDRODYNAMIC MODEL

    The dynamic of circulation patterns in Terengganu waters largely dominated by wind forcing specifially the monsoon wind. In order to understand this dynamic, a hydrodynamic model is applied to simulate the major circulation patterns in Terengganu waters. The model used is a three-dimensional simulation MIKE 3 Flow Model FM by Danish Hydrological Institute (DHI). The model exhibit that the current flwed in the same direction with prevailing monsoon winds. While the current speed was dominated by magnitude of monsoon winds. The maximum current speed recorded during SW monsoon was 0.327 m/s and 0.478 m/s during NE monsoon. Additionally, the model was able to capture the convergence and divergence current patterns during SW and NE monsoon seasons respectively. This convergence and divergence current features occurred at 5.5 oN to 6oN latitude off the Terengganu waters. The convergence–divergence current pattern was suggested due to monsoon winds and effect from circulation in Gulf of Thailand. The study fialize the variability and dynamic of current circulation patterns in Terengganu waters are largely inflenced by monsoon winds and effect from the Gulf of Thailand circulation.
